THE CHALLENGE OF CANNABIS IN A CONSERVATIVE SOCIETY

Public policies cannot be effective if their objectives do not align with the cultural mindset of the majority. In Puerto Rico, recent elections have highlighted that the population is predominantly older and holds conservative views, especially regarding cannabis liberalization. This presents a significant challenge to the success of cannabis programs, as the general mindset of the majority does not support such initiatives.
However, this does not mean the effort is futile. A key alternative is to focus on educating conservative communities (including the medical community) about the benefits and regulated nature of cannabis programs. Public education campaigns can dispel myths, address concerns, and present evidence-based information to foster understanding and acceptance.
At the same time, a generational shift is inevitable. As younger, more progressive individuals gain influence, societal opinions are likely to evolve. But waiting for this shift is not a proactive solution. The fact that cannabis programs have not been effectively marketed to Puerto Rico's broader demographic, particularly the older population, highlights a critical gap. Young people alone are not a sufficient market to sustain the industry.
To ensure long-term success, it is essential to adapt strategies, prioritize reaching conservative audiences, and demonstrate how these programs can benefit the entire community. Only then can public policy and cultural mindsets effectively converge.
